International purchases up to US$50 will be subject to tax

The Federal Government is finalizing a Provisional Measure (MP) that will remove the tax exemption on international remittances of up to US$50, which should impact Asian consumers of Shein, Shopee and Aliexpress.

Brazilian companies have been pressuring the Government on the issue because they see commercial competition with foreign e-commerce as unfair.

In a note, the IRS stated that there has never been a US$50 exemption for international purchases from legal entities to individuals, and that this benefit is only valid for shipments from individuals to individuals. However, the sites circumvent Brazilian taxation by sending products as if the sender were an individual, not a legal entity.
